Phelan Noel was a Gryffindor student at Hogwarts School of Witchcraft and Wizardry. He once signed up for Quidditch training at 7pm on Thursday on a sign-up sheet that was posted on the bulletin board in the Gryffindor common room. He was de eldest brother of Amber Noel. In 1998 he finally got a post in the Gryffindor Quidditch team Quidditch team, replacing Dean Thomas as Chaser. In the same year Phelan also fought in the Battle of Hogwarts. During the first half of the battle he was able to expel several Death Eaters into the Great Hall, but after Voldemort's speech, he was disarmed by a Death Eater and then killed by him. His body was placed in a chamber along with the other victims of the battle.
